I. S. & R. Supply Company was incorporated Oct. 3, 1872 in New York City, New York, USA. This lock was patented June 9, 1874. The company was located at 346-48 Broadway,  NYC. Locks of this type were sold directly to the U. S. Treasury and then supplied to Railroads which carried the mail and treasury material.  At present, little is known about IS&R.  Their primary competitor at the time was American Seal and Lock Company, also of New York City.  American went bankrupt on or about September 3, 1872 and IS&R took up their contracts.  American made the "XX" and "D" seal lock.  The "square XXX lock" shown above was designed by I.S.& R. Supply to hold a rectangular glass seal and was considered  (by the U.S. Treasury) superior to the "D" and "XX" paper seal locks sold by American.  



Dimensions are 2.7 inches / 69mm wide, 3.3 inches  / 84 mm high, and 1.1 inches / 28mm thick.



The purpose of a Customs Lock was to secure merchandise or a storage area in general, so that authorities would know whether or not the area had been entered and/or whether someone had access to merchandise prior to the proper tax being paid.  To this end, a paper or glass seal was placed in a lock over the keyhole so that it would be broken or torn when the key was inserted to open the lock.  American Seal Lock Company and I.S.& R. Supply both made the locks and the corresponding seals. Immediately after the dissolution of American Seal,  I.S. & R. agreed to provide the "XX", "D", and their own "XXX"  lock at the price the Treasury had been paying American Seal, $4.25 per lock.  Consequently, I.S.& R. agreed to put the features of the two Am. Seal locks inside the larger XXX lock body. 



The history of American Seal Lock Company and I.S.& R. Supply Company was interwoven because they both manufactured seal locks for the same customer (U.S. Treasury) and when American shut down I.S.& R. Supply took over much of their business and took over some of their patents.  American Seal Lock Company was first organized on May 17, 1870 and their address at that time was 127 Pearl Street, NYC., New York.
